Tumblr is a microblogging platform. It's like LJ, but with more support for sharing small things, or pictures, or videos, and such than for long texty things (though you can use it for longer texty things). You can follow people, and their feeds are compiled on a Friendslist type thing (Dashboard) that you can scroll through. Lots of people in fandom use it for throwing pictures about. You can easily reblog stuff that you see on others' tumblrs, so there's a lot of fast and furious reposting of things. It's also very easy to scroll through and look at a lot of posts (the page does an endless scrolling thing), so I mostly use it for fanart.
Some other folks use it for RP, but to be honest I think that it's a crappy platform for that and don't know why folks insist on doing it.
