I think Toph threatened Haru, who whined at Jet, who convinced Mai to cover one of her darts in Cactus Juice. [nod nods] yes. that is exactly how it happened.

actually, here's a better question. Why was Toph challenging Zuko in the first place?

Toph was challenged by her fellow earthbenders to a drinking contest, after being losing one too many games of gambling to her. They thought, 'hey, tiny girl, she'll never be able to outdrink us', and had her bet all the money she just won from them.

[cough] well, the next morning after people started removing them from the very odd places they ended up [and trying to figure out one comrade ended up wearing pink lacy panties on top of a tree in the middle of the desert cuddled up to a boar-q-pine...would love to hear your theories on this, Haru is convinced Toph is pulling his leg with this story, if not for the boar-q-pine quill scar on said comrade's ass submitted as evidence...], it was quickly decided that Toph needed to be distracted from the fact that they all now owe her tons of money.

So some Bumi [the team of earthbenders are also confused as to how HE ended up in their midst] asked Toph out of the old Avatar gang, who was the best drinker. So now she's gone and challenged....

Katara, who somehow bent a completely new ice formation on the shores of the Kyoshi island. It's a giant formation made up of loops and circles and is completely of no use as a wall, but it's kind of pretty so everyone has decided it should remain. Plus, Katara and Aang haven't been able to figure out how to remove it without having it collapse completely on the village. Huh, Katara must be a better water bender than she originally thought.

Nex to the challenge naturally was Aang, who happened to be there. Aang, apparently when drunk, somehow summons up all the old avatars, who are either amused [Roku and Kuruk] or completely apalled [Kyoshi and Yanchen] by his behavior [dancing traditional airbending dancing in one's underwear in front of Kyoshi's shrine]. He also somehow went into the spirit world for a bit, and so royally annoyed Agni that the sun refuses to shine on Aang for a few days. The residents of Kyoshi isle find it rather amusing/fascinating that there is a perpetual shadow on Aang for the next few days because of this.

Sokka is next, because after receiving a panicked letter and meeting a flipped out Suki, it has been decided that drunk benders are unpredictable, and it's only a matter of time before someone gets seriously hurt. Or hanging upside nude on top of Avatar Kyoshi's statue warbling "Secret Tunnels" [oh Aang...]

What exactly transpired in the Sokka vs Toph drinking contest has never been made clear to the rest of us, though we do know the result is that both characters have been banned from ever visiting the Northern Water Tribe ever again. The Northern Water Tribe would also become the most vocal party during the Four Nation Peace summit calling for a worldwide ban on drinking and bending. This, again, makes very little sense to us seeing as what we do know are as follows: Sokka is not a bender, and Toph cannot bend at the North Pole due to the lack of her element.

After the Northern Water Tribe Incident [which will from now on always be known as the NWT Incident, with Incident being capitalized and whenever possible, either or both italicized and bolded as well], Waterbending Master Pakku of the Northern Tribe stepped in and persuaded Toph to go seek challengers in the Fire Nation, citing the numerous legends of the alcohol capacities of firebenders to mean that she would find a good contender there. When he himself was challenged, Pakku insisted that he was allergic to alcohol and there is no way for her to tell if he is lying or not since he's still standing on ice.

King Kuei, after hearing of the NWT Incident and the events of Kyoshi [which, to this day, residents of Kyoshi and historians vacillate between naming the events either "Kyoshi Incident" (mimicking the NWT incident) or "Chaos of Kyoshi" or "Khaos of Kyoshi" (which always prompts a debate on the necessity or ridiculousness of alliteration), but for the purposes of this story I shall refer to as the Events of Kyoshi, or EoK for short], patched a small team of earthbenders to speak to the Blind Bandit Toph Beifong. Likely, due to the fact that the Earth Kingdom is filled with Earthbenders and that most buildings and cities, including the Earth King's Palace and the city of Ba Sing Se were all created using earthbending, it was in the interest of the Earth Kingdom to get Toph and her [insert Earth god's name]-damned contests out of the Earth Kingdom.

Amongst the dispatched earthbenders was the famous earthbender and a lesser companion of the Avatar Aang, the famous Haru [insert surnname since I don't remember it]. Toph, recalling that Haru also served as a bodyguard to the Fire Lord Zuko, thus persuaded [again, let it be known that the act of persuasion by Toph unto Haru in this incident always be italicized] the bender Haru into arranging a drinking contest between the earthbender Toph and the Fire Lord Zuko.

LOL I love the differences between the fire nation and the earth nation expressions. Here the fire nation totally looks like the older brother with the kid brother challenging them at what they're really good at. Ah Zuko the things you put up with for friendship ^_^
